The Department of Women and Child Welfare mainly aims at the all round
development of the most vulnerable group of the society i.e. Women and Children.
In a way it covers more than 65-75 % of population, which leads the special
attention in all developmental schemes. As far as women are concerned the
Department is mainly concerned with their education, health, nutrition,
protection and shelter against atrocities, legal care and counseling and most
importantly their organization from the grass root level.
Women of the Indian Society are mainly governed by the old taboos of the society
where they had freedom and always under the shadow and dominance of the Males.
This has totally hampered the development of the nation as such. But Department
aims to eradicate all these taboos and hurdles and give women an opportunity to
participate in all fields of development like Education, Socio-Economic,
Political Activities.
As far as Children are concerned, the Department mainly aims to give an
integrated package like health, nutrition, education, reduction of IMR,
protection of girl child and removal of gender disparities etc.
So in order to bring change in the face of Women and Children, Government have
introduced many well thought out schemes like Stri Shakti, Attendance
Scholarship for Girls, Scholarship for Girls for Higher Education, Udhyogini
Loan Scheme for Women Entrepreneurs, Norad, Santawana, NMBS, Girls Hostels,
Women Training Scheme, Hostels for working women, Short Stay Homes, Swadhar.
For children Government have introduced Integrated Child Development Service
Schemes, Scheme for Destitute Children, Creches, Street Children Welfare Scheme,
Balika Samruddhi Scheme etc. We have also opened statutory institutions like
Observation Homes, Bal Mandirs, Fit Persons Institutions, Juvenile Service
Bureau etc. These institutions mainly aim to control and rehabilitate Juvenile
Delinquency among the children in the age group of 6-18 years of age. The
Department at District Level is also entrusted with the work of development of
Disabled People and Senior Citizens. Now let us go through the Schemes and

1. STRI SHAKTI SCHEME:
The Scheme mainly aims to organize the rural women under BPL to setup a healthy
atmosphere for economic and social changes and to strengthen such activities.
The scheme also aims to organize women through formation of Self Help Groups and
to development in them self-confidence and self-sustenance. It also aims to
improve their resource mobilization and control over them by starting Income
Generating Activities, self-sustenance and poverty eradication.

2. SANTAWANA SCHEME The Scheme mainly aims to give shelter, protection legal and economic aid to the

3. SWADHAR SCHEME: The Scheme mainly aims to give shelter, protection legal and economic aid to the

4. FINANCIAL ASSISTANCE TO LAW GRADUATES The scheme is to train Women legal Administration and to give financial
assistance to such women law graduates, to encourage their efficiency. The main
qualification to get this benefit is a women should be within 35 years of age, a
Law Graduate Active Bar Council Member

This scheme is also an Women Empowerment and Women Literacy Empowerment Programme with the main intention to stop School Drop Outs and to educate the
Girls through Hostels. The implementation of the Hostel is now given to an NGO
named NISHARD SAMSTHE, RANEBENNUR. The main qualification to get entry into the
Hostel is the girl should be SC/ST with an annual income below 10000/- p.a. and
should produce the school certificate. At present the Institution is working at
Ashoka Nagar, Hiregoudar Complex, Ranebennur.

6. KITTUR RANI CHANNAMMA AWARD Institutions and women’s working for the cause of Women Development and Social
Evils for the last 5 years are encouraged with Kittur Rani Channamma Award. The
Institutions get a cash award of Rs.50,000/- and a certificate and the women’s
will get a cash award of Rs.10000/- and a certificate. Now Award is given to the
women’s who have made name in Art, Literature, Education and Sports.

7. WIDOW PENSION Widows and destitute widows who don’t have any substance and economic support
are given social security with the pension of Rs.100/- per month. The
qualification to get pension she should be a widow with below 6000/- income
p.a.. She should be resident of Karnataka until she gets re-married or her
income increases above 6000/- p.a.

1. CRECHES
Crèches are opened to give shelter to children of those women working under
un-organized sectors. These crèches are run through NGO’s. The main
qualification to get entry into a Crèche Centre is that the child should be
below 3 years. The children are given Nutritious Food and Beverages worth Rs.5/-
a day for 300 days in a year.

2. DESTITUTE COTTAGE
Destitute Cottages are opened mainly with a purpose of giving shelter and
protection to those children who are Orphans or either of the parents are living
or who are totally neglected by the family. These institutions care &
maintenance is taken by giving them a family atmosphere. The schemes also aim to

3.DEVELOPMENT [WELFARE] OF CHILDREN AND MOTHER
Integrated Child Development Services: All the 07 talukas are covered under ICDS.
The objectives of the scheme are as follows.

To improve
the Nutritional and Health status of children in the age group of 0-6 years.

To lay the
proper foundation for Psychological, Physical and Social Development of
Children.

To reduce the
incidence of Mortality, Morbidity, Mal-Nutrition and School dropouts.

To enhance
the capability of the mothers to look after the normal health and
nutritional needs of the children through nutrition and health education.

To achieve
effective co-ordination of the policy and implementation among the various
departments to promote child development.
The scheme provides the following package of services:

Schemes For Disabled Peoples Welfare
It is common
knowledge that the persons with disabilities have been badly neglected and
discriminated all over the world. The disabled people do have outstanding
abilities. However the abilities of these people are hardly recognized. They
have been excluded from the main stream of society.
Given
appropriate education training and opportunity the persons with disabilities can
also contribute to the society and economic development of the country. But very
often focus is on disability and not ability.
A survey of
disabled persons was conducted in Haveri District [During ______________]. The

4. Braille Press Mysore
Braille books for visually impaired students are
supplied from the Government Braille Printing Press at Mysore.
5. Sound library for the visually impaired
students
The text of B.A. and P.U.C. Courses in
humanities subjects are recorded in Audio Cassettes which are made available to
the Blind Persons [Returnable] in order to encourage education among Blind.
6. Assistance for Self Employment
This Schemes aims at the Economic Rehabilitation
of Disabled Persons. A Kiosk work of Rs. 6000/- is provided free of cost while
a loan of Rs.6000/- is extended towards the working capital through Deputy
Commissioner of the concerned District.

Aids and Appliances to Disabled Persons :
Under this Scheme Aids and Appliances like Tri
Cycles, Wheel Chair, Hearing Aids, Braille Watches, Crutch Calipers, Artificial
Limbs etc are supplied to the Disabled Persons.

9. Social Security Scheme
1.
Monthly Financial Assistance to
Disabled Persons :
Disabled persons whose family income is less
than 6000/- p.a. are entitled for maintenance allowance of Rs.125/- p.m.
Concerned Taluka Tahshildars are implementing this scheme at present.
2.
Insurance Scheme for parents of
Mentally Retarded Persons :
The life of parents / guardians of Mentally
Retarded Persons are insured by the Department. After the death of parents /
guardians the mentally retarded person receive a monthly annuity for
maintenance.
3.
Scheme for Promotion of Cultural
Activities and Sports :
“Prathibe” aims at promoting disabled artist.
The Scheme provides financial assistance to the disabled artist.
Under “Sadhane” the Disabled Sportsmen get
Financial Assistance / Prize to participate in District / State / National /
Inter-national Games.
10. Public Awareness Schemes

World Day of Disabled :
The UNO has declared 3rd December as
the World Day of Disabled which is observed by conducting various programmes and
activities to create Public Awareness.

The Government of Karnataka has instituted State
Awards for the best work done for the cause of Disabled to one Individual and
one Institution.
2.
Issue of Identity Cards to Disabled
Persons :
The Identity Cards are being issued to all the
Disabled Persons enabling them to avail facilities under different programmes.
13. Voluntary Organizations for the care of the
Older Persons
This Scheme aims at providing Physical, Social,
Emotional and Psychological support to persons aged 60 years and above under the
State Government Scheme. The NGO are given financial assistance to run the OLD
AGE HOMES for the aged persons which provide them food, health care and
shelter. This Department also recommends Proposals of NGO’s for grants to
Government of India to maintain OLD AGE HOMES.
